PROBLEM TO BE SOLVED: To provide a fixing device obtaining a fixed toner image with suppressed uneven gloss, and to provide an image forming apparatus. SOLUTION: The fixing device 6 includes: a fixing roller 61; a pressure roller 62; a magnetic flux generating device 60 for heating the electromagnetic induction heating layer 613 of the fixing roller; a temperature sensor SE for detecting the surface temperature of the fixing roller; and a control section Cont for bringing the surface temperature of the fixing roller toward a fixing temperature, based on the temperature detected by the sensor. The control section Cont performs control so that the pre-set constant power is supplied to the magnetic flux generating device 60 when a fixing roller circumferential surface range having a specific length pre-set in a peripheral direction from a portion on the fixing roller reached by the recording medium P is covered within a fixing roller heating area by the magnetic flux generating device 60, even during control to the fixing temperature.
