SOLUTION: Water tanks are constituted of a water receiving tank, a pump water tank and the monitoring water tank, and raw water passes successively and the same quantity as a feed water quantity is discharged, and the raw water is blown out into the monitoring water tank by a submergible pump, and circulated smoothly by mounting a collar plate on the corner. About twenty female killifish are used as the test fish, and when being damaged by toxicity, the fish is hooked by a capture net, and the state is analyzed by an overlooking monitoring camera and an image processing device, and a stepwise alarm is issued. The water level in the monitoring water tank and the pump water tank is kept between the upper limit water level of 8 centimeters and the lower limit water level of 5 centimeters, and maintenance is facilitated by a structure of the monitoring water tank, to thereby realize a compact device.
