PROBLEM TO BE SOLVED: To arrange a cutting blade on a non-adhesive surface side of an adhesive tape, and easily form a folding back part, of which an outer side is a non-adhesive surface, on a cut end part of the adhesive tape after cutting. SOLUTION: The tape cutter device is provided with a torsion spring 30 for energizing the cutting blade 9, which is rotatable in a drawing direction of the adhesive tape 2, in a direction opposite to the drawing direction, a rotation roller 11 arranged on the non-adhesive surface 2b side of the drawn adhesive tape 2 between the cutting blade 9 and a housing part 3, and guiding the adhesive tape 2 drawn from the housing part 3 to the cutting blade 9, and a charging mechanism for charging the adhesive tape 2 drawn from the housing part 3. The cut end part of the adhesive tape 2 is folded back by rotating the cutting blade 9 in the opposite direction to the drawing direction of the adhesive tape 2 after the adhesive tape 2 is cut by the cutting blade 9, and the folding back part 2 formed of the non-adhesive part is formed.
