A system and a method for providing IPTV services in next generation networks are provided to control the access of a receiver based on service subscription information when providing multicast services, thereby monitoring the reception of a user which is not authenticated and a reception request having attack intention. A system(610) for providing IPTV(Internet Protocol Television) services comprises a service controller(611), an authentication unit(612), a transmission controller(615), a request information processor(616), and an L2 switch(619). The service controller authenticates a user terminal(600) when a user joins the IPTV services. The authentication unit stores user identification information and subscription information when a service is requested by the user terminal initially, and authenticates the user as an IPTV service subscriber. The transmission controller extracts a multicast address from the subscription information searched in the service controller. The L2 switch unit checks the watching right of the user for the IPTV services using the multicast address to perform switching for the user terminal to be connected to a multicast router. The request information processor receives and stores user request status information such as the identification information, multicast address, and request time of the user which requests the IPTV service. The user request status information is provided from the L2 switch to the request information processor.
