PROBLEM TO BE SOLVED: To provide a substrate member which surely joins a joint member to a substrate having a step part, and also to provide: a droplet discharge head provided with the substrate member; a droplet discharge apparatus provided with the droplet discharge head; and a manufacturing method for manufacturing the substrate member. SOLUTION: Resin bulkhead layers 119, 118 are overlaid with an adhesion resin layer 121 constituted of a material whose thermal shrinkage is larger than that of the resin constituting the resin bulkhead layers 119, 118. An uneven step part 914 generated by a piezoelectric element 46 or the like on a piezoelectric element substrate 70 is flattened by the resin bulkhead layers 119, 118. A bonding performance of a top plate 41 is enhanced, compared with a constitution having no adhesion resin layer 121, since an adhesion resin layer 121 constituted of a material having a high thermal shrinkage is layered.
