A method for operating a virtual mobile payment account and a program recording medium thereof are provided to enable a voucher receiver having a virtual voucher payment account to use a VM(Virtual Machine)-based mobile banking service through a voucher code linked with the virtual voucher payment account by installing a VM in a mobile terminal. A virtual payment account opener opens a customer virtual payment account by using an account of a payer as a mother account to enable the payer to pay an allowance to a customer. An information storing part links/stores virtual payment account information of the customer, mother account information of the virtual payment account, and mobile terminal information of the customer to a storage medium(1145). An information receiver receives a banking transaction request by using the virtual payment account from a mobile terminal of the customer. A banking transaction processor processes a requested banking transaction by linking with the storage medium. A program provider offers the mobile terminal a mobile banking program for processing the banking transaction by using the virtual payment account.
