PROBLEM TO BE SOLVED: To provide techniques making it possible to easily and surely ensure relay of communication between line maintenance operators, irrespective of various variations in environment along lines. SOLUTION: The radio relay apparatus is provided with: a relay means for relaying communications between a plurality of radio devices; a moving means (executing steps 44, 47) for moving the relay means; a receiving means (executing steps 41, 45, 48) for receiving mutually identifiable weak radio waves to be transmitted in a predetermined strength by each of the radio devices; a detecting means (executing a step 42) for detecting that the relay means is at a position out of a limited range where the weak radio waves from each of the radio devices to be received by the receiving means have a predetermined value; and recovering means (executing steps 43-51) for causing a moving means to move the relay means in response to a fact that the detecting means executes the detection, and recovering it within the restricted range.
