PROBLEM TO BE SOLVED: To provide a water stop apparatus capable of solving any problems related to inconvenience when using a manual raising method built strongly and heavily or an automatic derricking method which cannot be used in power failure. SOLUTION: The water stop apparatus has a housing body which includes a bottom and a top cover for a top opening to be embedded below a road surface; a water stop panel connected by hinges to a periphery of the housing body; and a derricking mechanism located inside the housing body for automatically derricking the water stopping panel; a coupling mechanism connected between both the water stopping panel and the derricking mechanism for connecting them together in a releasable manner for both of them; and a switching mechanism is provided inside the housing body for switching between automatic derricking motion by means of a manual operation outside the housing body.
