An inertia mass variable flywheel is provided to reduce fuel consumption and to reduce inertia mass of the flywheel by focusing center of a mass of oil to a center of the flywheel when an engine rotates at low speed. An inertia mass variable flywheel comprises a first case(340), a second case(341), a mass(310), a spring(320), a check valve(380), and oil(330). The first case has a bore unit(350), an external diameter unit(360), and an oil hole(370). The oil is stored in the bore. The mass and the spring are installed at the external diameter. The oil hole is formed at the bore, wherein the oil is passed through. The second case is assembled to an inner part of the first case. The mass is formed at the external diameter of the first case, and primarily controls the inertia mass. The spring has a predetermined elasticity to support the mass to the external diameter of the first case. The check valve is placed between the external diameter and the bore of the first case to secondarily control inertia mass by injecting oil from the bore of the first case.
