A method for manufacturing a plasma display panel is provided to decrease a manufacturing time by performing a thermal process at a high temperature by effectively treating a surface of a protective layer made of magnesium oxide. Sustain electrode pairs(59,60) having transparent electrodes(59a,60a) and bus electrodes(59b,60b) are formed on an upper substrate(11) of a plasma display panel. A dielectric layer(14) is used during an AC driving process. A protective film(18) containing MgO is formed on the dielectric layer. A thickness of the MgO is 1 mum. Address electrodes(15), which cross the sustain electrode pairs, are formed on a lower substrate(13). A lower dielectric layer(17) is formed on the address electrode. Plural barrier ribs are formed on the lower dielectric layer to define plural discharge spaces.
