A method for removing the blocking artifact is provided to calculate the filtering value by means of a quantization error in an encoding process and to perform the filtering process by using the filtering value when decoding. A process for dividing an image into a macro block unit and performing the DCT(Discrete Cosine Transform) and quantization is performed(S11). The quantized macro block is reversely quantized(S12). The difference between the DCT coefficient value and the coefficient value obtained by the reverse quantization is calculated so that a DCT error coefficient value is obtained(S13). The DCT error coefficient value is applied to the pattern corresponding to the position of a DCT basic pattern so that the image error block relating to each pattern is calculated(S14). The each calculated pattern is added to the image error block so that the total error block is calculated and the difference of the boundary surface of the total image error block is calculated so that the error measuring value is obtained(S15). The error measuring value is converted into the intensity value and when decoding, the filtering intensity value is applied as the filtering value(S16).
