An apparatus and a method for diagnosing a UEGO(Universal Exhaust Gas Oxygen) sensor for a vehicle are provided to determine the measurement of the characteristic change of the UEGO sensor according to the aging of the vehicle, guide a measurement time point of the characteristic change, and measure the characteristic change to diagnose the state of the UEGO sensor. An ignition key detector(101) detects information about a contact point of an ignition key. A water temperature detector(102) detects the temperature of a cooling water of an engine. An ambient temperature detector(103) detects an ambient temperature around the vehicle. A measurement switch(104) applies a signal to measure the change of the characteristic of a UEGO sensor. A memory(202) stores feedback correction values for an air/fuel ratio in the form of a table. A measurement lamp(301) indicates a time point to measure the change of the characteristics of the UEGO sensor. An alarm lamp(302) indicates the abnormal state of the UEGO sensor.
