An API(Application Program Interface) service system of a portable terminal and a method thereof are provided to offer an API and resources retained in the portable terminal to a dynamic application program, thereby minimizing time for developing the same module by a portable terminal developer and an application program developer. A program terminal(100) and a portable terminal(200) are connected together. The portable terminal allocates a random memory by responding to a request of the program terminal, and transmits size information of the memory to the program terminal. The program terminal constructs a memory corresponding to the transmitted size information of the memory, sends size information of the constructed memory to the portable terminal, and demands an API of the portable terminal. The portable terminal copies the demanded API in the memory so that the copied API is equivalent to the transmitted size information of the memory, and sends the copied API to the program terminal.
