A system and a method for providing a multimedia ring back tone based on a packet network are provided to enable an origination terminal to receive a multimedia ring back tone service without occupying channel resources each time when a user repeatedly performs call communication with the same callee by storing downloaded multimedia. When an MSo(originating Mobile Station) originates a call, an MSCo(originating Mobile Switching Center) requests destination location information from an HLR, and the HLR checks an MRBT service state of a corresponding callee. If the callee is an MRBT service subscriber and the MRBT service has been activated, the HLR transmits an MRBT service request message to an MRBT server(S601-S605). The MRBT server checks URL information of MRBT contents designated by the callee, and returns an MRBT service response message to the HLR(S606,S607). The HLR obtains termination routing information from an MSCt(terminating MSC), includes MRBT service ID information and callee MRBT contents URL information in a termination location information response message, and transmits it to the MSCo(S608-S612). The MSCo transmits the callee MRBT contents URL information to the MSo(S613). The MSo checks whether MRBT contents corresponding to the callee MRBT contents URL has been stored in a memory of the terminal. If the MRBT contents have not been stored, the MSo connects to the callee MRBT contents URL, downloads the corresponding MRBT contents, and reproduces and stores the downloaded callee MRBT contents(S614,S615).
