A high-pressure sealing apparatus using an O-ring seal and a leakage checking method of a cable-in-conduit-conductor using the same are provided to perform quickly a leakage inspection process by increasing the pressure difference between inside and outside of the cable-in-conduit-conductor. A bellows(51) is installed at a leakage checking section of a cable-in-conduit-conductor. A middle sealing unit(50) is connected to both ends of the bellows and is installed at both sides of the cable-in-conduit-conductor. An initial exhaust pump(60) and a helium leakage detection unit(70) are connected to an operational valve positioned in parallel to the bellows. A both-end sealing unit(50a) is installed at both ends of the cable-in-conduit-conductor. A helium pressing value is connected to one side of the both-end sealing unit. A helium gas tank(80) is connected to the helium pressing value.
