An apparatus for allocating radio resources in a mobile communication system and a method thereof are provided to use radio resources to the maximum performing one-dimensional resource allocation, and secure the use rate of radio resources near optimized two-dimensional radio resource allocation, thereby improving the efficiency of the system. An apparatus(100) for allocating radio resources comprises a determination unit(120), a first radio resource allocating unit(140), and a second radio resource allocating unit(160). The determination unit determines whether a user of a radio resource allocation target supports an AAS(Adaptive Antenna System). The first radio resource allocating unit allocates radio resources to the user, which can not support the AAS, in an order that the symbol number of a radio frame increases. The second radio resource allocating unit allocates the radio resources to the user, which can support the AAS, in an order that the symbol number of a radio frame decreases. The first radio resource allocating unit comprises a sub channel number calculating module(141), a burst allocating module(142), and a service data capacity calculating module(143). The second radio resource allocating unit comprises a sub channel number calculating module(161), a symbol number calculating module(162), a symbol number updating module(163), a residual radio resource checking module(164), and a service data capacity calculating module(165).
