An apparatus and a method for generating a response sentence are provided to prevent a response by repeating unnecessary contents by referring to previous dialogue contents between a user and a system. A voice recognizing unit(200) recognizes an inputted voice. A dialogue history management unit(211) stores contents of a previous dialogue executed between a user and a system. A response contents determining unit(210) extracts a field value of information corresponding to an inquiry recognized in the voice recognizing unit, and determines a field value to respond among the extracted field values on the basis of the previous dialogue contents. A response sentence generating unit(220) generates a response sentence on the basis of the determined field value.
