A device for opening a hood in a vehicle is provided to improve user convenience and preclude contamination or injury of user's hands by installing a safety hook for releasing the locked hood. A device for opening a hood in a vehicle comprises an emblem(40), and a safety hook(50). The emblem installed at a hood(30) has an operation part(41) in contact with one end of the safety hook. The safety hook interlocks with the operation part to release the locked hood. The emblem installed on the hood to be vertically moved includes the operation part protruded downward to make contact with the safety hook. A first spring is positioned between the emblem and the housing to apply the elastic force to the emblem to return. The safety hook in contact with the operation part is rotated around a rotation shaft(52), and has an inclined surface at one end. A second spring is positioned at the rotation shaft to apply the elastic force to the safety hook.
