A location measuring apparatus and a location measuring method are provided to determine and predict correctly the current location of a target by processing signals of a mobile sensor as well as fixed sensors. A location measuring apparatus includes a plurality of fixed sensors(10,20,30,40) and a mobile sensor(56). The fixing sensors transmit first signals to a target and the mobile sensor. The mobile sensor receives the first signals from the fixed sensor and transmits a second signal to the target. A first tag(60) is installed at the target. A second tag(53) is moved along movement of the mobile sensor. The location measuring apparatus tracks the current location of the target by using an RSSI(Received Signal Strength Index).
