A rubber composition for tires is provided to realize improved tire grip property and wear resistance while avoiding a need for a great amount of single crystal zinc oxide. A rubber composition for tires comprises: 100 parts by weight of base rubber; 1-15 parts by weight of surface-treated short fibers obtained by treating the surface of short fibers with at least one of stearic acid and sulfur; and 1-50 parts by weight of metal soap comprising a fatty acid and metal. The base rubber includes at least one of natural rubber, styrene butadiene rubber and butadiene rubber. The short fiber includes at least one selected from aramid, nylon 6, nylon 66 and polyester fibers.
