An apparatus for measuring the concentration of total phosphorus, and a method for measuring the concentration of total phosphorus are provided to improve the stability and reliance of measurement for a long time by using no reducing reagent and to lower cost. An apparatus for measuring the concentration of total phosphorus comprises a measurement solution supply part which mixes a measurement solution selected from a sample water, a phosphorus standard solution and a zero standard solution, an alkaline potassium persulfate solution, and water or distilled water as a carrier, and supplies them to a heating degradation part; a heating degradation part which heats the alkaline potassium persulfate solution to degrade the phosphorus component of organic state contained in the measurement solution; and a phosphorus measurement part which adds a mixture of ammonium molybdate and sulfuric acid to the obtained measurement solution to generate molybdenum sulfur, and passes the measurement solution containing molybdenum sulfur between a reference electrode and a comparison electrode in a polishing flow electrolytic cell to detect the reduction current generated when the molybdenum sulfur is reduced to molybdenum blue, thereby measuring the concentration of phosphorus of the measurement solution.
