An apparatus and a method for transferring solidified sludge are provided to transfer easily solidified sludge to a predetermined waste piling place at low extrusion force and low cost as compared with a conventional technique by transferring the solidified sludge in a state that sludge and compressed air are alternately filled in a long transfer pipe, and completely discharge the solidified sludge in the long transfer pipe by using compressed air when a sludge transfer apparatus is not operated. An apparatus(300) for transferring solidified sludge comprises: a sludge supply unit(310) for supplying injected solidified sludge; a compressed air supply unit(320) for supplying compressed air; and a sludge transfer unit(330) for periodically and repeatedly extruding the solidified sludge supplied through the sludge supply unit together with the compressed air supplied through the compressed air supply unit to transfer the solidified sludge in a state that the solidified sludge and the compressed air are alternately filled in a transfer pipe connected to a discharge port(333a) formed on one end of the sludge transfer unit, wherein the sludge transfer unit includes: a hydraulic cylinder(331) operated by a hydraulic system, a sludge transfer member(333) which is connected to an end portion of the hydraulic cylinder, of which a length is at least a stroke distance that enables a piston(332) to perform reciprocating motion, and which has the discharge port formed thereon; a sludge supply valve(334) for selectively communicating or closing the sludge transfer member and the sludge supply unit; and a sludge discharge valve(335) installed at a position of the sludge transfer member adjacent to the discharge port as compared with the sludge supply valve and opened or closed in the discharge port direction.
