PROBLEM TO BE SOLVED: To provide a scalable and appropriately priced network testing apparatus capable of more realistically emulating network traffic and network volume. SOLUTION: The present invention relates to an apparatus including: a stream processor controller (200) which continuously receives a receive data stream (220) containing a plurality of segments and filters the received segments from the receive data stream; a segment processor (202) which has a processing logic to be implemented by hardware for receiving and processing a header field (201) of the received segments; a rate generator (206) which transmits a segment transmission request (211) to the segment processor (202); and a segment generator (207) which generates a transmit data stream (221) in response to the output header field.
