PROBLEM TO BE SOLVED: To provide a sealing plug capable of reducing the number of processes, when manufacturing a battery, and to provide the battery. SOLUTION: The screw-type sealing plug 30, made of a head section 30a and a leg section 30b, comprises a through hole h23 penetrating the head section 30a and the leg section 30b, in the longitudinal direction D1; and a thin-film section 30c, that is provided at a portion of the through hole h23 to block the through hole h23.
