PROBLEM TO BE SOLVED: To provide a heat pump cycle device capable of preventing heat strain generated in a refrigerant heater. SOLUTION: A valve opening velocity Vo is decided on the basis of a valve opening velocity property based on temperature differenceΔT between a cooling water inflow temperature Twin and a plate temperature Tp, when a flow rate Gin of engine cooling water flowing into the refrigerant heater 50 is increased, and a valve opening of a three-way valve 90 is changed on the basis of the decided valve opening velocity Vo.
