PROBLEM TO BE SOLVED: To obtain an external agent composition for skin, which has a bleaching effect due to a DPPH radical-eliminating action (anti-oxidizing action) or a tyrosinase activity-inhibiting action (melamine production-inhibiting action) against DOPA substrate, has high safety, when applied to the skin, gives a good sense of use, and can be provided as a bleaching cosmetic or a skin-bleaching quasi drug. SOLUTION: This external agent composition for the skin, containing a vegetable oil as a bleaching raw material, is characterized by adding at least saturated ionized calcium water and Citrus junos oil or lime oil to an external base agent for skin, prepared in response to a dosage form treatment. Herein, the Citrus junos oil component is recognized to have a DPPH radical-eliminating action (anti-oxidizing action) and a tyrosinase activity-inhibiting action (melamine production-inhibiting action) against a DOPA substrate.
