A method and an apparatus for decoding a video signal are provided to process a multi-view video signal efficiently. The first variable deriving unit(721) derives a reference number of a current block by using motion information of a block adjacent to the current block, and derives the first variable on the basis of the reference number. A motion information predicting unit(723) predicts the motion information of the current block on the basis of the first variable. The reference number includes view identification information. The first variable is a variable used for predicting a motion vector of the current block as a certain value.
