PROBLEM TO BE SOLVED: To provide a method and apparatus for ciphering algorithm change of a user terminal in a wireless communications system in order to prevent an inter-system handover from failing. SOLUTION: The method includes allowing a ciphering algorithm of a user equipment (UE) to be changed during an inter-system handover, and this is embodied by a program including a code allowing the ciphering algorithm to be changed.
