PROBLEM TO BE SOLVED: To prevent the generation of extra communication cost and the generation of extra loads in an image recording/display apparatus while achieving both of the high frame rating of a display image and the high quality of a recording image. SOLUTION: A monitor camera is provided with an image size reducing circuit 15 for generating a display image S1 of an image size corresponding to a division display number indicated by setting information from image data generated by a A/D converter 13 only when the setting information indicating a monitor camera requesting the transmission of a display image indicates the monitor camera itself and a frame thinning circuit 17 for generating a recording image S2 of a frame rate indicated by the setting information from the image data, and a transmission I/F 11 transmits the display image S1 and the recording image S2 to an image recording/display apparatus 2.
