PROBLEM TO BE SOLVED: To provide an aqueous system electrolyte composition, and an encapsulated-film primary battery equipped with an electrolyte layer obtained from it. SOLUTION: A separation film is formed between a cathode and an anode, a plurality of through-holes are formed on the separation film. An illiquid electrolyte layer between the cathode and the anode is provided with a first electrolyte layer and a second electrolyte layer extended to each electrode in parallel, and a plurality of third electrolyte layers filling inside the through-holes of the separation film so as to be integrally coupled with each of them respectively. By the third electrolyte layers filling inside the through-holes formed on the separation film, ion transfer route is shortened in the electrolyte layers, hydrophilic particles for restraining evaporation of moisture to outside are dispersed on the electrolyte layers.
