PROBLEM TO BE SOLVED: To provide a vehicle control device and a vehicle control method capable of ensuring the safety of a vehicle when a driver is having biased perception of speed. SOLUTION: A traveling information acquisition unit 22 acquires and accumulates vehicle traveling information. A determination unit 24 determines whether or not a speed adaptive condition in which the high-speed travel is continued is established for a predetermined time as a time influential on the speed feeling of a driver of a vehicle caused by the high-speed travel based on the history of vehicle traveling information. A control quantity changing unit 26 increases the target deceleration set according to the brake operation quantity by the driver more than that in a normal travel when the determination unit 24 determines that the speed adaptive condition is established.
