<P>PROBLEM TO BE SOLVED: To solve a problem related to safety when materializing a scenario to lock a peripheral device or the like connected to a specific terminal from external equipment or a remote server. <P>SOLUTION: This function lock control device 20 has: a function management part 21 hierarchically managing a function kind specifying a function usable in the terminal A; a session management part 22 associating and managing a lock control request to the specific function and a request source of the lock control request; and a lock state management part 23 managing a lock state of the function specified by the function kind in each hierarchy.
