PROBLEM TO BE SOLVED: To improve the speed of data processing of a packet transfer device using a cache, and to shorten the time needed to retrieve information managing the arrival order of packets.

SOLUTION: A processor-group-ID calculating unit 11 calculates a processor group ID. A group-belonging-processor determining unit 18 counts the numbers of packets per unit time by processor groups and records them in a table 33. A processor retrieving unit 16 uses the processor group ID as an index to retrieve the number of a processor made to process a packet and the sequence number of the packet from a table 14 and a table 15 respectively. A sequence number adding unit 17 selects a processor belonging to the retrieved processor group, enters the processor group ID and sequence number into information for processing the packet, and passes them to the processor. Lastly, the sequence number in the processor group ID-sequence number management table 15 is increased.
