PROBLEM TO BE SOLVED: To prevent a user from being in a dangerous state by allowing all input terminals to be multi-functional terminals each containing an operation signal and preventing unexpected start of operation when a power supply is on. SOLUTION: A processing circuit includes a power supply rise detecting means for detecting the rise of the power supply and outputting a power supply rise signal 18; a storage means for storing setting information 17 about validity or invalidity of an operation interlock, and a function code 13 corresponding to a predetermined function of an input terminal 1; a comparator 20 for outputting a signal when the function code stored in the storage means is a code 19 about operation; a first AND circuit 21 to which the power supply rise signal 18, the setting information stored in the storage means and the output of the comparator 20 are input; a flip-flop 22 in which the first signal of the input terminal 1 and the output of the first AND circuit 21 are input and an operation prohibiting signal 24 is output; and a second AND circuit 23 to which the output of the flip-flop 22 and the signal of the input terminal 1 are input.
