PROBLEM TO BE SOLVED: To provide a close-talking type voice input device capable of being miniaturized and achieving a highly accurate noise eliminating function, its manufacturing method, and an information processing system. SOLUTION: The close-talking type voice input device includes a first microphone 10 provided with a first vibrating membrane 12, a second microphone 20 provided with a second vibrating membrane 22, and a differential signal generation part 30 for generating differential signals indicating a difference between a first voltage signal acquired in the first microphone 10 and a second voltage signal acquired in the second microphone 20. The first and second vibrating members 12 and 22 are disposed such that a noise-strength ratio indicating the ratio of the strength of noise components included in the differential signals to the strength of the noise components included in the first or second voltage signal is lower than a voice-strength ratio indicating the ratio of the strength of input voice components included in the differential signals to the strength of the input voice components included in the first or second voltage signal.
