PROBLEM TO BE SOLVED: To enable communication to be started just after connection is changed between a terminal of which the connection is changed from a certain terminal accommodation apparatus to another terminal accommodation apparatus, and another terminal regardless of whether registered information of high-order network equipment in the terminal accommodation apparatus is updated. SOLUTION: A terminal accommodation apparatus of the present invention includes: a database storing information about a connection status of a terminal in the present apparatus; a means for transmitting an inquiry signal to another terminal accommodation apparatus about a connection destination of the terminal connected to the present apparatus in data of an illegal delivery destination with which transmission destination information of received data is not the terminal; a means for responding to the terminal accommodation apparatus of the inquiry source based on information in the database when the inquiry signal is received; a means for transferring the data of the illegal delivery destination to the terminal accommodation apparatus which responded at the response means; and a means for transferring data received by the transfer means to the relevant terminal.
