PROBLEM TO BE SOLVED: To provide an EL panel having ample long lifetime. SOLUTION: The EL panel 1a includes a board 3, an EL element 5 formed on the board 3, and a sealing portion 7 which is in contact with the surface of board 3, on which the EL element 5 is formed and covers the EL element 5. The sealing portion 7 has a sealing layer 30 which contains a resin portion 10, containing a matrix 11 and granular domains 12 formed in the matrix 11, and an inorganic filler 20 distributed unevenly in the matrix 11 in the resin portion 10.
