PROBLEM TO BE SOLVED: To provide a measuring device capable of independently detecting the normal mode noise and a common mode noise in the same part of a line, and precisely and accurately measuring these noises. SOLUTION: This measuring device has electric field probes 1 and 2, a composite voltage separating circuit 3, and spectrum analyzers 4 and 5. Resistance elements 6 and 7 are connected in between the electric field probes 1 and 2 and the composite voltage separating circuit 3. The composite voltage separating circuit 3 is provided with resistance elements 31-33 and a balloon transformer 34 and has first and second input ends 3a and 3b and the first and second output ends 3c and 3d. Thus, the phase combined voltage of the voltage input from the first and second input ends 3a and 3b are output from one of the first and second output ends 3c and 3d, and reverse phase combined voltage is output from the other end. Spectrum analyzers 4 and 5 are connected to the first and second output ends 3c and 3d of the composite voltage separating circuit 3 via capacitors 81 and 82 and amplifiers 91 and 92.
