PROBLEM TO BE SOLVED: To provide a rolling method and a rolling apparatus for preventing seizure-like line flaws which are apt to be generated on the surface of a steel strip of a product in a cold tandem rolling with ground work rolls. SOLUTION: As the work rolls of each rolling mill at least on and after the second stand in a plurality of rolling stands arranged in series, the rolls to be used are ones which has been finished to≤0.6μm in the surface roughness Ra by grinding and, when the scratches (1) are present on the surface finished by grinding the roll having the size of the scratch is≤20μm in the depth (d),≤50μm in the opening width (w) and≤5 mm in the length (l) (in the circumferential direction). A grinding wheel of the particle size number of≥70 is used for finishing by grinding. By limiting the surface roughness and the size of the scratch of the work rolls (11<SB>2</SB>) on the upstream side, the formation of line projections of the work roll (11<SB>3</SB>) on the downstream side and the generation of the line flaws (4) of the product steel strip due to it are prevented and the sound surface quality is secured by high-speed and high-draft rolling.
