PROBLEM TO BE SOLVED: To provide a diester having both hydrophilic and lipophilic functions, exhibiting smooth and moist feeling free from stickiness, good in compatibility with the skin, blendable with a cosmetic or skin care external preparation comprising water as a medium, and high in safeness and stability; to provide an oily agent containing the diester, used for the cosmetic or skin care external preparation; and to provide the cosmetic or skin care external preparation containing the diester, which exhibits smooth and moist feeling free from stickiness and is good in compatibility with the skin and excellent in safeness and stability. SOLUTION: The diester of a cyclohexane dicarboxylic acid with a polyoxyethylene monoalkyl ether expressed by the formula, is provided (in the formula, R is a linear, blanched or cyclic 1-12C hydrocarbon group; and n is an integer of 2-11).
