A substrate for mounting a light-emitting element that has excellent efficiency in extracting light from a light-emitting element and can be manufactured at a low cost. The substrate for mounting a light-emitting element 11 has a metal base material 12 in which a reflective cup portion 14 for reflecting a light emitted from a light-emitting element 15 toward a predetermined direction is formed, and an enamel layer 13 that covers the surface of this metal base material 12 , with the thickness of the enamel layer 13 being within a range of 30 mum to 100 mum.
