PROBLEM TO BE SOLVED: To provide a fixing device which has short rising time, has a comparatively simple configuration and has high replaceability of a heating means, and also to provide an image forming apparatus. SOLUTION: The fixing device is provided with: a fixing member 21 having flexibility; a contact member 22 which is fixedly provided inside the fixing member 21, so that the contact member 22 comes into contact with a pressure member 31 through the fixing member 21, to form a nip portion; and a heating means 25 heating the contact member 22. The heating member 25 is installed so as to be inserted into and removed from the device, in such a state that the contact member 22 comes into contact with the pressure member 31 through the fixing member 21.
