PROBLEM TO BE SOLVED: To provide a method for producing fine-grained soil, by which a clod having high clay content can be grained finely and efficiently, soil can be efficiently mixed with an additive and a fine-grained material can be efficiently sorted from a coarse-grained material, and to provide a base material to be sprayed, potting compost, a rolling mill apparatus and a vehicle with the rolling mill apparatus loaded thereon. SOLUTION: The rolling mill apparatus 1 is provided with a cylindrical pot 3 in which the object to be treated is thrown. A ball-shaped crushing body 51 and a round bar-shaped crushing body 53 are loaded into the inside of the pot 3 as two or more crushing bodies 50. A meshed part 35 is formed in the drum part of the pot 3, so that the fine-grained soil obtained when the clod-containing object to be treated is crushed in the pot 3 can be discharged to the outside of the pot 3 through the meshed part 35.
