PROBLEM TO BE SOLVED: To provide a cosmetic having good temporal stability, high humectant effects and excellent sense of use without sticky feeling. SOLUTION: The water-in-oil type emulsion cosmetic comprises (A) a silicone-based surfactant, (B) an oil medicine, (C) an oil-gelling agent, (D) a water-soluble polymer thickener and (E) water of 61-98 mass%.
