PROBLEM TO BE SOLVED: To provide a dampening water, in which the amount of VOC (or volatile organic compounds) measured according to the method 24 defined by U.S. Environmental Protection Agency is 0 mass% and by which tinting-free clear printing can be obtained in a presensitized plate in which the hydrophilically processed aluminum surface is employed as a non-image part, a thermal computer-to-plate plate, a silver salt computer-to-plate plate, a polyester-based silver salt computer-to-plate plate in which a gelatine layer is employed as a non-image part, and a silver salt master analog plate and yet which gives no influence to the image parts of the presensitized plate and of the thermal computer-to-plate plate. SOLUTION: This dampening water concentrated composition employed for the lithographic printing plate comprises indispensably: polyoxyethylene polyoxybutylene block polymer expressed by formula (I), wherein a, b and c are integers satisfying the following two conditions: 2≤a+c≤200 and 10≤b≤50; polyoxyalkylene monoalkyl ether expressed by formula (II), wherein R<SP>1</SP>represents a 4-10C alkyl group, R<SP>2</SP>represents H, CH<SB>3</SB>or C<SB>2</SB>H<SB>5</SB>and d is an integer satisfying the following condition: 3≤d≤20; and water-soluble polypropylene glycol.
