<p>A method for implementing controlled charging, includes that the message routing device receives the service message sent by the first telecommunication service open gateway when the charging part is determined not being in region of the first charging system to which the first telecommunication service open gateway belongs; the message routing device sends the service message to the second telecommunication service open gateway to which the service charging part belongs, wherein, the services message indicates the second telecommunication service open gateway to which the service charging part belongs to send the charging request to the second charging system to which the second telecommunication service open gateway belongs to. And there are a system, message routing device and telecommunication service open gateway. By disposing telecommunication service open gateways connected by message routing devices in the sub-regions of the whole network, the problem of charging across different region is solved, the simplicity and the routing efficiency have been both given attention to.</p> |
