A toilet stool with a congestion preventing device is provided to penetrate an outlet by giving pressure to the surface of water of the stopped toilet bowl with a congestion preventing device of a simple structure. A toilet stool with a congestion preventing device includes an excretion receiving portion(22), a water supply portion(23), and a compression unit(30). The excretion receiving portion has an opening portion(21). The compression unit is installed on the excretion receiving portion, seals the opening portion and gives pressure to the surface of water in the receiving portion. The compression unit includes a seat(24), a tape adhesion portion and an attachment preventing film. The seat is used to seal the excretion receiving portion. The tape adhesion portion is installed on the edge of the seat.
