A system for providing a voice for visual information and a method thereof are provided to convert information selected out of multi-information including a main program with a single sound or the main program into a multiplex sound simultaneously and provide the multiplex sound to a client such as the visually disabled, thereby improving an interface for communicating information. A system for providing a voice for visual information comprises a head end(10) and a client terminal(20). The head end encodes the voice information of a main program and audio data for additional visual information simultaneously and transmits the encoded data through a broadcasting network. The client terminal decodes audio data mapped to the additional visual information, synchronizes the decoded audio data with the additional visual information, and transmits the decoded audio data when there is a request of providing the voice for the additional visual information transmitted from the head end. The head end includes an additional voice input module(110) and an additional voice encoding module(120). The additional voice input module inputs audio data for the additional visual information to be included to the main program by multiplex. The additional voice encoding module encodes the audio data of the inputted additional visual information and the voice information of the main program simultaneously and transmits the encoded data through the broadcasting network by multiplex.
