PROBLEM TO BE SOLVED: To sufficiently exhibit a shock absorbing performance over an extensive range. SOLUTION: In a steering column cover 13 of a vehicle, a lower cover 15 and an upper cover 17 are combined by butting the respective joint end parts 15a, 17a, and mounted to a steering column 1 of the vehicle so as to cover a steering column 1. In the inside of the lower cover 15, a protective panel 73 is disposed by interposing a shock absorber 75 between the protective panel and the lower cover 15, and a receiving piece 61 is projectingly provided on the back surface of a rear wall 23 of the rear side end of a vehicle body of the lower cover 15. In the protective panel 73, the front side end of the vehicle body is fixed to the lower cover 15, and the rear side end of the vehicle body abuts on the receiving piece 61 of the lower cover 15 from below and an upward movement is restricted.
