An optical beam generating device (1) comprises a laser light source (10) and an optical phase modulating element (15). This optical phase modulating element (15) inputs a coherent light, as outputted from the laser light source (10) and having passed through a beam splitter (14), and phase-modulates the light in accordance with the position of the light in a beam section thereby to output the phase-modulated light to the beam splitter (14). In the beam section of the light inputted to the optical phase modulating element (15), polar coordinates (r, ?) having an origin at a predetermined position are set, and a (p+1)-number of regions, defined by a p-number of circumferences on a predetermined position, are set. Of these (p+1)-number of regions, the phase modulation (f) at each position in the region of an even order, as counted from the inner side, is expressed by an equation "f = q?", and the phase modulation (f) at each position in the region of an odd order, as counted from the inner side, is expressed by an equation "f= q? + p".
